How important is the water use efficiency of plants?

In general, water use efficiency (WUE) is described as a property of plants and these are specially bred. The less water plants need for a good yield, the better they will be able to cope with many of the consequences of climate change. Ultimately, however, it is not just the individual crop type that is crucial, but the entire cropping system. If valuable water is lost through a lot of soil movement, If no cover crops collect water and make the soil permeable and capable of storing it, and if no mulch layer prevents evaporation: Then even water-use-efficient varieties won’t help much.
